I can judge a frog's gender if the frog has eyelashes like Jill and if the frog is wearing clothes a woman usually wears. For example, There are a bunch of frogs wearing wigs, tuxedos, and dresses during the wedding finale of "The Muppets Take Manhattan". That's an easy way to identify which gender frogs are.

I just took a look at the photos from TMTM on www.muppet.wikia.com/wiki/Mad_Ave_Advertising, and noticed that Jill had distinguishing eyelashes, as compared to Bill & Gil.
