I know I was looking for plans like this for a long time. I tried making a foam cutter out of a battery charger but all the battery chargers I came across had safety switches that prevented them from being able to heat a wire. I found these plans at an R/C modeling group. This is great for building props. This site also has a link for where to buy the parts to build it.
