what thickness is best when making puppets? I've been using 1 inch, but I'm not sure if it's too thick.

It depends on the design, really. But you should always strive to make your puppets as light as possible, so using 1/2 inch foam whenever possible will help a lot. Also, 1/2 will be more flexible for the mouth movements, facial expressions, joints, etc.

It really does depend on what you have to do, but I like 3/4 inch myself.
