Jumba Jookiba (after reforming in the first Lilo and Stitch movie)
Darth Vader (Star Wars Episodes III, IV, V, VI)
Bluestone the Great (the magician who disguised himself as the Castle Phantom in Scooby-Doo Where Are You's "Hassle in the Castle"; he was one of the few villains who actually didn't utter some form of the "meddling kids" catchphrase, and was such a good sport, he even showed Mystery Inc. how the trick was done)
Bowler Hat Guy from Meet the Robinsons

Well, i'll always have a soft spot for Constantine. He's definitely my favorite Muppet movie villain.

Aside from the Muppets, i'm quite partial to Missy from Doctor Who. She's very over the top and creepy, but still quite smart and calculated when she needs to be. She really keeps The Doctor on his toes.

I also love Mark Hamil's Joker from Batman:The Animated Series.

Aside from the first movie and his role as a boss battle in the Trouble in Paradise video game, Jumba isn't that much of a villain and I've never thought of him as one. If he is considering a villain, I'm definitely going to add him to my list.

I totally forgot about the Home Alone robbers. The scene where Kevin throws a spider in the one guy's face and he screams like a girl is one of the highlights of the movie,.

I forgot to list Biff Tannen from Back to the Future.

Though now that I think of it, I think my least favorite version of Biff is the 1955 version, which is the second most villainous (after the 1985 A version).

And also, how could I forget about Megavolt, Quackerjack, and Steelbeak from Darkwing Duck?

Or Gaston from Beauty and the Beast?

Or Scar from The Lion King?
