What happened in the skit where Fat Blue was in a fancy restaurant, and this orange monster responds to a bell and eats it?

Pizzaria dos! There was no grover in that skit....

Actually, it was still Charlie's Restaurant (that's what it's called), but it was decorated very fancily, including the bells. Fat Blue had to ring the bell 3 times for the waiter, but he had to ring either fast or slow. So he wants to speak to the manager about the bells, and that orange monster IS the manager, and he misinterprets what he says, and he eats the bell.
