I have yet to come across a very good "how to" on puppet eye mechs. There are a lot of books and videos on animatronics and a few dealing with Vent Doll construction but not much that is puppet-specifc.

The best source of information around is Michael Brose's Figure Making Can Be Fun! It deals primarily with Ventriloquist Dummy construction, but the section on mechanical controls can be easily adapted for puppets. It's a very good book, the best I've seen on the subject.

A short cut for moving eyes that sometimes works is to gut an old Boglin puppet. These were toys that were a fad for awhile in the late 80s/early 90s that had a great built-in eye mech. You can sometimes find them cheap on ebay. Just make sure you get the larger puppets - the smaller ones don't have moving eyes.
