Well, there *IS* that rumor going around that Roosevelt is Floyd's illegitimate son. Very few little kids can be THAT hip. Of course, we'd have to do a DNA test, but that's a bit hard to do on a Muppet...

Plus, they also need him to cut the sandbags for whenever Sam tries to shut them down. (Roosevelt has a knack for making sure that whenever he cuts a sandbag, it hits the eagle right on his head.)
