It is indeed Link Hogthrob.

I was actually consulting the "Let's Dance the Last Dance" number from the Lesley Ann Warren episode, at the commissioner's request... but you're right. It does look almost identical to the shirt and scarf he wears in the "I Talk to the Trees" song in the Judy Collins show.

But the pants are different, as are a few other details.
