Licensing rights.

If the fabric is bought with the characters pre-printed on there, the characters have been licensed out for use in that medium. It is then the same as buying any other material with a pattern on it and making an outfit to sell.

If you buy a book that tells you how to make yourself a Kermit the Frog applique sweatshirt, the characters and patterns are licensed for that book and you can make it for your own use; but, if you make the item yourself to sell the item without first licensing the characters THEN you become a copyright infringer.

Likewise, the computer program is licensed and could work the same way as the printed cloth material with patterns.
