This is according to the Sesame Unpaved Book! Either Jon Stone or some other writer at the time wanted to have the monsters speak, but someone said it may scare kids. So Jon (or whoever) decided to make a funny monster talk, and steal Milk and Cookies. So his first words were Milk and Cookies. Then I think, COWABONGA!!!!!

Actually his first words were sung by Joe Raposo (dubbed) "Everyone likes ice cream no maaater whoo they arrrree!" Before then he just grunted and laughed.
