Cookie Monster's Eye Placement

I've noticed that Cookie Monster's eyes are never placed exactly center on his head, they've almost always went towards his right, and I've also noticed that a lot of merchandising and illustrations reflect this as well.

I'm just wondering why exactly this is? Was the crookedness of his eyes intentional, or was it a mistake that somehow just stuck?

I've alway seen his eyes swivel and move around but the merchandising has them offset a little bit to reflect the swiveling motion.

They are offset on the actual puppet as well, one is always higher than the other...

Never noticed them placed more to the right, but that could just be where the pupil stopped spinning as well.
