Can we get the "Ignore Member" feature back?

I've always wondered about the "ignore member" thing. Do those who get ignored get alerted that they are being ignored? And what if the ignored person answers a very important question that the one who hit the ignore button had asked (and others don't answer again because they saw it was answered once)?
