Bug Puppets on Elmo in Grouchland?

If you have ever watched Elmo in Grouchland, there are some cute small bug characters on it. I was curious if these guys are Rod type puppets (I am thinking so due to their size)? Does anyone out there know how they work?

yes they are rod puppets, like rizzo or the mice from Muppet Cristmas Carol,
