It can be used -- I don't usually use it since it's kind of hard to judge how much to use. It has to be applied to both pieces of fabric, so if you put too much on the mouthplate, the excess glue will be visible when you put the skin on top.

I know that some puppet builders put Contact cement into a canister similar to a mustard squeeze bottle, so it's easier to put it exactly where you need to.

Contact cement will melt Styrofoam and certain other kinds of closed-cell (non-porous) foam. For gluing fleece to foam you might want to try using a spray glue like Super77. It's a really good idea to test any adhesive on a sample of the material you want to glue before gluing it so you know for sure.
