Anyone remember this forgotten character?

There were a few occasional skits with the count and sometimes there would be this doctor alongside him with glasses, wild hair, and a lab coat. I do recall one skit, The doctor was running around screaming, acting nuts. Anyone remember the name of this particular doctor? He was often seen with only the count.
