It took place on a real street, and Oscar was driving a garbage truck, talking to the SS humans(I think)

Do you remember what year this sketch was from? It sounds like something from the 70's or possibly even early 80's, because I do not remember it at all, and I watched the show from the mid 80's on up. It does sound pretty interesting though. Is there anything else you remember about it?

Luis and some kids were walking down the street and see a garbage truck assuming it's regualer one but notice the sign saying grouch rent a heap and find out it's oscar in the truck and Luis wanted to know where he's taking the trash and Oscar says he's not taking it to the dump and is taking it to his trash can instead. the truck drives away and Luis is puzzled.
