Anyone recognize this sci-fi movie?

Sorry, I know this doesn't have anything to do with muppets but I don't know who else look to. Anyway there was once a movie on the Sci-Fi channel.
I remember little about it except the title had Frank in it, they mentioned something about "desert power", and there was a old woman who had blue glowing eyes. Help me out please.
