When I was little in the early 1990s(1990-1992), I remember these, "The sound is..." clips such as, "The sound is... Popcorn Popping and Popping and Popping" or "The sound is...Toilet Flushing with Toy Frog". I believe these were on PBS, but does anybody remember them from TV?

That was from an HBO Animated series called Braingames back in the mid 80's. It featured cartoons where you had to use your head. The ones you were asking were from a game called Earplay. You see a monitor and it makes a sound like a toilet flushing or Q-bert or Donkey Kong noises, or popcorn popping and you had to guess what the sounds were.
