I know from watching AMERICA'S MOST WANTED and such shows that some religious cults in this very country feel the age of consent should be lowered to whatever age a girl first starts menstruating, because they consider that their rite of passage to womanhood, as it were, and therefore, should be considered old enough to marry and bear children.
