I would say based on his purchasing an ice cream cone for Bert that Eddie did not knock the sand castle over on purpose. I remember he was humming a tune as he was walking by so he was probably just swinging his arms a little carelessly and wasn't really paying close attention to where he was walking. This skit was good for teaching children about how offering a nice gesture if you inadvertently cause something negative to happen to someone is a nice thing to do (like in this case, there was no way Eddie could just 'pick up' the sand castle from the ground. So he looked to other means to compensate Bert). And from the other side of the coin, I think the skit may also have been good to teach kids not to be too steroetypical (in this case, just because the demeanor of Eddie was one of being big and tough does not mean that he doesn't have a heart and can calmly and reasonably talk things out and cooperate).
