It's ironic that starting last season they began doing 44-episode seasons and perhaps as a result went back to repeating street stories from past seasons. It seems like they're only repeating street stories shot in HD, yet there aren't really that many HD episodes yet.

Given the timing, it's a wonder they didn't release Muppet Mash, since it's october. Then again, Family Reunion is one of the best storyarcs (along with the first four issues and On the Road), so maybe they wanted to get the next best one rereleased.

Actually, it seems like transitions between sketches have been common since the format changed in 2002. Transitions seemed to be a bit common in the early years as well (though I do recall a few instances in the 1990s when segments faded to black).
