Because animated movies take a looooong time to work on... animation isn't something that you can just do overnight, it takes a lot of time, and a lot of patience... in fact, 2015... that actually sounds about average for an animated movie, it usually takes about a couple of years or so...
The whole Scrappy being evil thing dates a little ways back before those movies... Cartoon Network seemed to like toying with the idea that Scrappy was so greatly an oppressed character, that he was on the verge of snapping... I even remember that particular little promo where he's like working...

Even PBS is pay TV to a degree: now that analog broadcasting is obsolete, you have to either pay for a converter box to pick up certain channels and networks, or simply buy cable.
And yet, whenever you say you don't want to vote, people go BALLISTIC. Like, "Look here, it is your GOD-GIVEN PRIVILEDGE to be able to VOTE, and BY GOD, you are GOING to VOTE for SOMEBODY, because it's your RESPONSIBILITY as an HUMAN BEING to VOTE!!!"
That's the main problem with politics: these people spend all of their time and energy telling the people why they SHOULDN'T vote for the opponent, and never even enlighten us on why we should vote for THEMSELVES instead.
