You're forgetting something... how often are the Wicked Witch and the Cowardly Lion in a scene together? Not until the end. Then, how many scenes are the Scarecrow and Toto in together? Almost all of them. It just wouldn't work very well.

The main reason for Rizzo not being considered to play Toto is obvious: Steve has his hands full with Kermit.

I read something on the Henson website once that said that they prefer to see audition tapes where the performer uses his/her own voices, puppets, etc. But, I think this is just so the company can get a feel for what you can actually accomplish. Of course, I'm sure lip-synching to Muppet...
Besides, there are plenty of other parts Rowlf could take on. The Horse of a different color rider, the horse of a different color, any creature from the book that was left out of the movie.
It isn't Bill Barretta's fault that Rowlf doesn't have very many lines in anything.
And in case you hadn't noticed, Rowlf has made a BIG comeback... well, at least in Muppets Party Cruise. hehe.
