Short form is like that, yes. I wouldn't figure any of these are longer than 10 minutes.
I had heard that they actually shot these things, but there wasn't any confirmation they would be released. I also heard that they're not fully "unscripted" because entails a lot more work, production-wise.
Well, the former is an interesting and indirect way of addressing drugs (I'm surprised they haven't made it like one of their tentpole "big issue" episodes they bring up all the time).
The latter is just, "130 episodes is a lot of work! Make up characters!"
I'd imagine some sort of copy was written for them after some initial contact. They wouldn't want a celebrity going on camera and being like, "I liked that one cartoon with the fairy...or was it a pixie?"
I think it's entirely possible that the episodes prior to Season 33 may not have *every* scene of the street plot; just the ones relevant enough. Like the Mr. Hooper one - probably won't have the opening with Forgetful or the "J-Jump" scene, just the ones pertaining to the big moment.
It's not about Julia; if it were, this would've been an issue when she debuted years ago.

Yes, the episode was pulled from airing. But he's saying it's not unlike every other episode of the show from that era - hasn't been seen since it's original airing or repeat.
