I think it may have been Season 19. I have that episode. He wanted to stop counting, and become "Count Up and Down", but that didn't last very long, he resumed counting later in the episode.

By the way, "Farley Buys a Hat" is not exactly the same as it was in #355. In #355, there was a line, "Did I give you this hat? Oh, what did I do that for?" And also, at the end, the salesman says, "You don't want this hat, do you? Of course not. I want this hat."
Okay, it's a parody of McDonald's. But the food comes by really fast, so you have to grab it. Fat Blue misses them all, and at the end, he asks for the slow waiter, who is a turtle. So he decides to go to Charlie's for lunch, Grover's other waiter job.
It all has to do with budget. That is, from PBS and Sesame Workshop. See, over the years, they have taken a lot of money away from the show to produce new series like Dragon Tales and Sagwa. There are all kinds of arguments with this. They're not even making anymore new episodes of Dragon Tales...
