As Steve suggested, I don't know there's a one-size-fits all answer. I think really the best thing to do is look at videos/DVDs for reference and experiment.
I've seen shows were they cast puppeteers based on voices rather than puppetry and unless they fluke out and happen to come across a great bunch of puppeteers it's usually a disaster. I have a somewhat limited vocal range myself, but I think for the most part voice is relatively easy, puppetry...
I think the difference between the Muppet Movies and the Muppet TV shows is that on a movie you shoot single camera, or maybe two cameras and there's a lot of time with each set-up whereas with television it's a smaller budget, faster set-ups and usually three camera so if they get a good take...
It's also worth noting that a lot of the time you'll have multiple puppeteers on one puppet if something complex is needed. I'm producing something right now with just one puppet, but sometimes there has to be as many as three people performing to get the puppet to do what he has to.
I think it's a stylistic choice. If you watch the Muppets and most Muppet-style shows on TV you'll notice they perform the puppets and frame shots in such a way that the rods are barely visible. They'll also use different coloured rods depending on the puppet and scene to make them less...

Those are really nice replicas Lab Rat. I don't think anyone else has ever attempted a Sweetums! I think the Bunsen is my personal favourite, I kind of like the shape of his head better than the actual puppet.

Typically when I've used dying services (which is not often) you have to ship them the fabric. If that's the case here it could get expensive for anybody in the U.S. because you're going to pay a taxes when it goes in to Canada and then again when it comes back to the U.S. You shouldn't have to...
