I really don't think that is a requirement so much as a stereotype of a requirement :P. I mean, even when I was little I did not go in for everything that peer pressure said I 'should' do, no matter who was telling me to...and I think there are just as many 'exception' to the rule now as there...

But with cartoons the stories were already edited before they were even allowed to be drawn and cutting out part of of a cartoon is like cutting out part of hand drawn history.. every part really does count in classic cartoons that are only a few mins long to start with :(
