Phil Hartman was the voice of the Peter Lorre-esque ceiling lamp at the repair shop, but other than that, most of the cast were actually previous members of The Groundlings.
I don't know about THE BRAVE LITTLE TOASTER having an "all-star" voice cast... it was most comprised of obscure comedic actors, with Jon Lovitz and Thurl Ravenscroft probably being the more well-known of the cast (and Lovitz didn't even reprise Radio's voice in the two VHS sequels).

I've only seen it once, and don't quite remember all the details, but I don't believe there was an actual villain in BRAVE, and I think it was the mother who got turned into a bear.
I'll just say this: I'm glad that when I saw the movie itself, that it turned out that Mr. Potato Head put his parts into a cucumber during that scene where he mutters, "You would not believe what I've been through tonight", because somehow from the trailers, I thought it was... um... a turd...
