They were written before, during, and after all the legal work was finished to clear everything. I am pretty sure that that morsels were written for most (if not all) of the cut scenes, but were dropped along the way as the skits were cut and they are not included on the disc to logical reasons...

It does not look like it is happening - mainly due to the sudden turn over in Muppet/Disney management early this fall. Maybe we'll see it resurface later on, or maybe not. But it does not appear to be happening for Christmas 2005 (as originally planned).
