Seems almost like a lost Muppet Show bit (and yeah, I know he did it on the show). But that punchline...um.
Matt Vogel said on his Twitter today that they started production meetings on Season 45 (it probably starts taping next month or so) and says there's "some big fun" in store.
I think that was one of the best over-all episodes of the season. The street story was good, and the inserts were good choices too (OK Go's color song, Two-Headed Monster and the 10, Sugarland's "Songs", the Russian Restaurant bit).
I wouldn't say that's when it happened; keep in mind, in the season 40 theme, Big Bird's the first Muppet to appear and Elmo doesn't even appear until the second verse.
I would like more Big Bird, I would, but just because he doesn't appear as often as he should doesn't mean there's some backstage conspiracy. He's one of their main stars, no matter what. He's in plenty of merch, so kids can definitely see him everywhere they go.

He technically has the repeat episode, and he's in a couple of inserts too (the alphabet song, his cooperation bit). Joey's not the only writer, so clearly there's others who can do it.
Very nice, rare find! The music button at the end sounds similar to others, but during the 80's, they didn't rely on the same ones and started giving most segments their own ending sting.
It's been on there; recently upgraded, probably, but it's been on the website.

"Flanderization" is a TvTropes-ism, meaning a once complex character has been reduced to merely a 1D personality. Their example is Ned Flanders on the Simpsons was at first just a neighbor who was everything Homer was not, then he slowly became an ultra-Christian.
