Yes Time-Life did catch up the DVD's with the original VHS tapes.
The first six tapes debuted in November 2000 with the other nine arriving in March 2001. The first ten DVD's were released in July 2001 with the other five DVD's hitting the streets summer 2002.

It may seem silly, but a new figure involves thousands and thousands of additional dollars in research, sculpting and tooling whereas a repaint of a completed sculpt is much less time intensive.
Of course everyone (myself included) would prefer a new sculpt or figure instead of a repaint. But...

The production run on 7 was much bigger than series 8. You should be able to get series 7 for quite awhile (even the repaints). Series 8, on the other hand, won't be as easy to track down a few months from now.
