I wonder if you could make it out of an inflatable beach ball attached to a foot punp? Just make the body hollow (and light) and insert the uniflated beach ball inside. The ball would start out partially inflated, but get bigger as you added more air.

I wouldn't do too much in the form of directions. I would identify what's a dart and what's a mouth or neck hole. I would think that most people could figure it out from there.

Wasn't there a story about Jim Henson hearing about a non-licensed Kermit being sold in Mexico? It was either that someone bought it for him or he bought it himself. I could be mistaken, though. It might have been Walt Disney or Charles Schulz I'm thinking of.
