I always thought it was based on how much the distributor was willing to put up, and the number of episodes could vary ("The Jeff Foxworthy Show" had 18 episodes in its first season, Al Franken's "Lateline" had 19, etc.).

I realized a little while ago that I had several old Photoshop creations lying around on my computer, so I thought I'd show 'em to you. The reason for the slightly pixelly nature of these is the conversion from a VERY high resolution Photoshop image to a GIF. Anyway, I hope you like them...
