I used black felt, I basically made a short top hat and smoushed it into that shape. it's very simple the hard part is measuring amd getting the seams right. I'll get some close up photos for ya.

Paper mache' take a balloon and cover it with glue covered strips of paper and when it dries paint and cover with the plaster coat mentioned above!

I know its 9 or 11 point I found a Star and traced it out on felt, then I starched the Collar and sewed it on.
