Actually, the reason it didn't bother the children was because it was very strongly emphasized that witches aren't real, and even in the make believe segments she was portrayed less harshly. Thank you!

She did indeed! She not only appeared as herself in one episode, showing how she transformed herself into the witch, but also appeared for an entire week as the witch in the make-believe segments.
