If there is any resemblance, I doubt it's intentional. The Muppet builders have enough to worry about, to make sure the puppets stay consistent, that modifying the characters would be only extra strain on their time and sanity.
I think Narf will always be an Anything Muppet monster, as he has for the past few seasons. While Roxie Marie disappeared mid-1990s from SS, she was in a lot of SSL shows, up until recently, and has/had a whole page bio on the Sesamstrasse Live web site.

I just saw the cast of France's new 5, Rue Sésame. A lot of them are "rejects" from the American version, it seems.

I'm sure if you were the Sesame Workshop PR person, and had the world emailing you their ideas, you'd send a form-letter too.
And why is the media to care that a line of adult-targeted action figures isn't going to be produced?
That's doubtful, as Sesame Street would become a long-form segment only show, with no time for skits.
They air Elmo's World and Global Grover as seperate TV shows in Canada and other "foreign territories", so there's a market for shorter programs. They might create a stand-alone 10-minute...
While it would have been wonderful to keep the Fix-It Shop, and just add the Mail-It Shop on, things aren't fixed as much these days, the store just wasn't practical anymore.
