That sounds completely fictitious, there has been Cookie Monster merch up the wazoo before Elmo. Cookie Monster is just one of those characters that everyone loves similar to the Swedish Chef and Cookie Monster sells.
The only performer I had some problems when they were on the show was Billy Barkhurst. He’s a fine puppeteer, but he wasn’t exactly the right choice for Ernie.
my favorite interaction between the two characters was for The Street Where We Live On, where Cookie Monster disguise himself as a baby to get a cookie.
I know some fans were annoyed when during the 2000's when Telly was in a majority of the street scenes, however I think Marty's performance of Telly shows that he is one of the most talented performers.
A majority of the time it was Eric Jacobson, the only one where it was Frank Oz was where Ernie was on the phone with Bert because he lost Rubber Duckie.
(Yes, I know that segment was in a summer rerun of the American show.)
The same could be said about how Ernie was in the same area as Frank's character. Even though it seemed that occasionally they film stuff like Ernie and kids moments and Best Friend Blues on the street.
