No, you just have to find an American or Canadian retailer that ships worldwide, although I am surprised that Forbidden Planet (UK) has them on their website. Either the license has changed or FP has an American distributor that is sending them.

the license is for the United States and Canada. Sometimes Stores have things in store but not on their website. Maybe visit a Toys R Us store if you have one in your area or check out ebay.

That depends on what your puppet's legs are made out of, and if you want them to stand permanently, or just in between shows. If they are resin legs, then you could wrap tape around the knee joints, or glue them if you want it permanent. If it is a soft puppet, then you will need a doll stand...
