I prefer him in a balanced diet with the other Sesame Street characters, but he wouldn't be so popular if he weren't such a great character. Good mix of innocence, playfulness, and mischievousnessositytion.

2) Hilda, Wayne & Wanda weren't cruel, but were frequently the recipients of cruel behavior. Which was funny, but it demeaned the other Muppets, in my opinion. Statler and Waldorf are one...
Yup, Rowlf is tops--he had a great sense of humor, whether he was playing the piano or Dr. Bob. He KNEW his jokes were bad!
