I really liked the Cartoon Network pilot, Utica Cartoon. About a bear trying to get free hot dogs by constantly beating his own record. I voted for this to be a regular series, but it didn't make the top 3 though.

This was a puppet series I really liked called, Swamp Critters of Lost Lagoon. Created by singer, Bobby Goldsboro. And Bobby provides the voices of all these characters. It's got good stories, feel good songs, and lots of southern charm.
