Gabriela Rose Reagan played the role from 1989 - 1990 and Desiree Casado took over in 1993 and continues today (check Casado's official cast bio on SesameWorkshop.org and Muppet Wiki). There is a gap from 1991-1992 (season 23) where someone else was in the role, however I don't know who that was.

The thing is that these people would have never been Beaker and Bunsen before...they are inexperienced in the characters. But, just like film, it is the same every time it's played and eveytime it's Jim and Richard's wording, interaction, timing, and has been pre-planned out as much as any...

If this is true (and I don't know how "well" the technology will pull it off) it still isn't good. So the characters may vocally sound like Steve and Dave, but the problem is that the person who's words are being translated into Dave and Steve's voice don't have Bunsen and Beaker's character...
