Easily. That Sam is not a "full size" plush. That's a mid-size plush that was released for Muppet Vision 3D.

While I too would like to have more plush in the same size/ quality as the Disney store line let's have a little perspective:
Scooter had a plush in the original Fisher Price line, Janice and Bunsen were presented in the Sababa line, Statler and Waldorf have had a few plush representations...
I saw the Diamond Select prototypes at Toy fair and the action figures, while slightly smaller then the Palisades figures, will have a lot of detail and look very much like them.

Or at least stuck with it through out the film. It's mentioned in the opening, and sorta brought up again with "Together again, agian." But it would have been better if they actually followed through and made fun of squeal tropes along the way. The closing number could have been a reprise of...

I do believe the scenery does get painted but it happens off screen after the video.
As far as I can remember (and it's been a while) the overall story thread is that Kermit and Fozzie have gone to the theater to paint scenery. Fozzie goes up to the attic, finds his old props and scrapbook, starts reminiscing and forgets to help Kermit.
I would say it's pretty rare. I've been collecting for over 30 years and have never seen it. It looks huge! What are the dimensions?
Valuable - depends. I can see a rip and a few folds and creases.
