I think they're being overanalysed - it's a merchandise tie-in that allows those kids to have a movie they like in book form. Hard though it may be to believe - they are actually kids that like to read, do so without being forced to, and choose to buy a book (or have someone buy it for them)...

It was 44 minutes because it was always intended from the beginning to be a television special and not a telefilm. 44 minutes of actual show (minus commercial time) for an hour program is pretty standard for network television these days.

I wouldn't give IMDB much (ahem) credit at this point. It's practically become a tradition by now that whenever a new Muppet project is in the can but waiting to air, a cast breakdown/performer listing pops up on IMDB and it's based on speculation and guesswork as opposed to actual knowledge...
