The Honker puppets don't actually honk. It's added later. However, the Honker costumes (used in Sesame Street Live) actually DO honk. So there you go....

The rods are just wood dowels, painted black. A groove is drilled about 3/4 of the way down the dowel (using a milling machine, or something similar) - at the end of the groove, a hole is drilled through the rod, and a slot (about an inch long) is drilled back up the dowel on the opposite side...

Spring steel is also great for arm rods.

I remember using Copydex while working at a costume/puppet shop in the USA, although I can't for the life of me recall what sort of project I used it for. Anyhow, it is available in the US - but it may require some searching to locate a source....
