Here's the next problem with this bill:
Disney, Warner Brothers, Columbia/Sony, and other such companies can afford to copyright every single thing they do. This bill mentions "orphaned works," meaning anything conceptual you create leading up to the final piece that is not copyrighted is considered orphaned.
Therefore, anything you create conceptually can be stolen by someone else for their own use and your own creativity has just created somethign for someone else, for which you won't get paid. Basically, you're feeding them. How do I perceive this? Same as if it were legal for someone to come rob you of the money in your wallet.
Saying something like this is indicative of the Disney company upset that their films are on youtube doesn't count. What is being there isn't full programming but only samples, and nobody is making money on that.
However, as mentioned above, if this bill passes, and someone gains access to your conceptual work, they can use it for their own gain LEGALLY, making money and you lose out.
