Nope, Brian Cummings voiced Doofus. But in the second season, Doofus ended up becoming a silent background character.

I forgot to add one other Frank Welker did the voice of. The Classic Mickey Mouse Comic strip character "The Phantom Blot" who appeared in the episode where the three nephews stow away on Donald's air craft carrier to see what a hero he was.

Naval Air Craft carrier. That's why a mole in the Navy stole a top secret test plane for the Phantom Blot.

Donald doesn't even do Naval things. He swabs the deck over and over.

I remember the Phantom Blot. He also appeared in a few episodes of Mickey Mouse Works and House of Mouse. But John O'Hurley ended up voicing the Blot.
