Nah, it's just a costumed person, complete with an Elmo they carry around.

I've seen Cookie Monster and Elmo in the city multiple times, but never Big Bird. That's a rare sighting!

Oh Cool. Glad I have the picture. Do they just have people dress up and walk around for the kids??? Is that what it was????
