Wings a la Abby?

Hey guys, just a quick question about construction of fairy-style wings, much like those of Abby Cadabby. I'm presuming they'd be build around a decent wire frame, but how would the be attached to the body and what would be the best material to form the "flesh" if you will, of the wing.
