Who's performing Cookie Monster in the song "Food"

I was listening to Muppet Central Radio and this Cookie Monster song came up called "Food" and it was said it came from the 2000s. I know it's not Frank, and it doesn't even sound like David Rudman's Cookie. Anyone know?

Wasn't Food one of the first things David did as Cookie? I remember when he took over the role his voice was much deeper and he tried way too hard to imitate Frank. Somehow, he sounded really nasal and stilted. He's far more relaxed now.
