Hmm...well I guess they're saying if the kid hadn't been so negligent he wouldn't have been in this mess and the emergency workers could have been helping someone else.

Sort of like on the original Star Trek when misuse of the priority one channel for emergencies was a federal offence, hehe.

But fining the kid is a bit harsh. We're supposed to look out for our fellow human beings, even when they've dug their own hole. If it were me, I just wouldn't let him hike for awhile, heh!

Actually, Snowthers, rescuing animals (and sometimes car crashes) are the main things that Firefighters DO fine people for (especially if they are caused by négligée...I mean, negligence!)
